Progress Of The National Anti-Corruption Plan (NACP) 2019-2023

IN line with the Government's decision, the functions of the National Centre for Governance, Integrity and Anti-Corruption (GIACC) have now officially been fully absorbed into the Malaysian Anti-Corruption Commission (MACC) effective 18th April 2023 and now known as the National Governance Planning Division (NGPD).

A total of six main functions of the GIACC, namely advising the Government, coordinating the implementation of initiatives, assessing the level of effectiveness, planning strategies, monitoring and reporting the findings of actions related to governance, integrity and anti-corruption will continue under the MACC to ensure the continuation of the momentum on the implementation of Government policies related to governance, integrity and anti- corruption.

Meanwhile, the National Anti-Corruption Plan 2019-2023 (NACP) which implementation was previously monitored by GIACC has been taken over by NGPD, MACC. This plan which was launched on 29th January 2019 is the commitment shown by the country in line with the spirit contained under the United Nations Convention against Corruption (UNCAC) of which Malaysia is one of the member countries when it signed the convention on 1st December 2003.

Article 5 of this convention stipulates that a country must have a documented anti-corruption policy and strategy. Accordingly, the NACP has the characteristics of crossing over time, a "living document", that takes into account current policies and requirements.

Having taken into account the NACP Half-Term Review Report published in 2021 and also the actions that have been taken by the  Lead Agencies on the NACP initiatives, the implementation status of the initiatives outlined in the National Anti-Corruption Plan (NACP) 2019-2023 has shown progress, even though the country was affected by the Covid-19 pandemic.

As of 31st December 2022, out of 111 NACP initiatives monitored, 62 initiatives have been completed, and the completion is at the output level, which is equivalent to 55%. The remaining 49 initiatives are currently being monitored.

Of the 49 initiatives that are still under the action of the Lead Agencies, 39 initiatives are expected to be on time and completed before end of December 2023, corresponding to 91% of the overall achievement of NACP implementation. Meanwhile, 10 more initiatives were found likely to cross to the year 2023 due to the complexity of implementation which involve proposed amendments to the Federal Constitution, amendments to current legislation as well as the creation of new legislation.

Thus, MACC is optimistic about the implementation of the NACP 2019-2023 and committed to complete the remaining initiatives that have yet to be implemented.  The commitment of the Lead Agencies to the NACP initiatives 2019-2023 as well as all parties in striving to successfully implement the NACP is a manifestation of the serious effort towards a corruption-free country that honours integrity and accountability based on a good governance ecosystem.
