‘Electronic Parking System’ Tender by DBKL [ 23 Apr 2019 ]

The Kuala Lumpur City Hall (DBKL) accepted two proposals by the Kuala Lumpur (KL) State MACC Inspection and Consultancy Unit (UPMP) concerning procurement procedures for the tendering of the ‘Electronic Parking System’ (SLKE). Prior to this, it was done through direct negotiations by the Minister’s Order.

DBKL Director (Economic Planning and Development) Azmi Abdul Hamid and DBKL Director (Adminstration/ Procurement) Khairul Azmir Ahmad agreed to all the recommendations and pledged his commitment to implement all the proposals.

The Consultation Session was led by KL MACC Deputy Director (Prevention) PPj Razali Khamis at the Economic Plannning Division Meeting Room in DBKL Tower on 23 April 2019.

Among the recommendations proposed are:

• Orders/ Support from any Members of the Administration/ influential parties must not be construed as directives/ decision for any procurement. Procurement Department must remove the clause concerning Orders/ Support from any individuals from the existing Procurement Guidelines. This is in accordance with the Guidelines issued by the Prime Minister’s Department in 2010 regarding support letters as well as Initiative 1.3.1 of the National Anti-Corruption Plan (NACP).

• DBKL Economic Planning and Development Division must establish clear guidelines on SLKE management under the DBKL Mayor Procurement Regulations that states clearly that there should be no directives/ support from any influential parties or individuals.
