Anti-corruption Committee (JAR)

JAR is one of the two steering committees, together with the Special Cabinet Committee on Anti-corruption (JKKMAR) established based on the Prime Minister’s Directive No. 1 of 2018 – National Mechanism for Governance, Integrity and Anti-corruption Management. This directive aims to increase efficiency and transparency of government administration based on governance, integrity and anti-corruption.

The objectives of JAR are to:

    i. increase the government’s commitment on all sectors to fight corruption in order to enhance the country’s image;   

    ii. generate synergy in ensuring the government administration system is driven in a zero-tolerance towards corruption environment; and

    iii. strengthen the quality of public service delivery based on transparency, accountability and competitiveness.

Therefore, all Ministries and State Secretaries (SUK) are required to establish their respective JAR as stipulated in the directive. The implementation of this directive is executed through the JAR Meeting, whose membership is determined based on the directive.

MACC, through the Public Sector Governance Division, acts as the Secretariat for JAR at the national level, and is responsible for ensuring this directive is implemented. The National-level JAR Meeting is chaired by the Chief Secretary to the Government (KSN), and the members comprise of the Secretary-General of all Ministries, State Secretaries, Director-General of Public Service, Secretary-General of Treasury, Auditor-General, Attorney-General and other members as deemed necessary.

The purpose of the meeting is to discuss generic JAR issues across agencies reported by Ministries/SUK to reach to a settlement and to take appropriate actions. Issues that require policy amendments will be brought to the JKKMAR Meeting to be further discussed before a policy decision is made. JAR Meetings must be held three times a year.

Meanwhile, Ministries/SUK must conduct their respective JAR meetings as stipulated in the directive , and submit reports to the National-level JAR.
