Inspection on system, work procedures and processes
- BPMP conducts inspection on the system, work procedures and processes of government and private agencies to identify weaknesses and loopholes that enable corruption, misuse and abuse of power to occur. Inspection is conducted through interviews, document analysis, site visits and benchmarking.
- Consultation Sessions are held to present the Inspection Findings to the head of private or government departments involved to table proposals for improvement to reduce corruption risks as well as misuse and abuse of power.

Selangor Land and Minerals Department – Issuance of Land Ownership (Collective Applications) in Kampung Sungai Yu, Hujung Permatang, Kuala Selangor District
The Selangor Land and Minerals Department (PTGS) agrees to implement five recommendations for improvement suggested by MACC Inspection and Consultation Division (BPMP) concerning issuance of land ownership in Kampung Sungai Yu, Hujung Permatang, Kuala Selangor District.
PTGS Director Yusri Zakariah agreed with all the suggestions without any amendments and gave a commitment to implement all proposals in the Kuala Selangor District and Land Office (PDT)
MACC BPMP Director Nazli Rasyid Hj Sulong together with Yusri signed the Consultation Report as a sign of agreement to all suggestions proposed by MACC BPMP.
Prior to this, MACC BPMP Deputy Director III Zuridah Mamat presented the report at the PDT Kuala Selangor Office on 7 July 2020.
She said that MACC BPMP will conduct observations periodically to ensure that all proposals are implemented.
Among the recommendations for improvement that were proposed are:
- Establishing the Standard Operating Procedure (SOP) that states the appointment criteria of a committee member as well as its scope of duties as guidelines in executing the task of the committee member;
- Membership of the Interviewing Committee and Objection Committee must consist of different individuals so that the decisions would be more transparent;
- Land administrator must issue a letter of appointment to all committee members that were appointed and must clearly state each member’s function and scope of duty clearly in ensuring transparency;
- Include a compulsory clause whereby each committee member must declare their personal interests in the Integrity Pact Form during the meetings to ensure the decision of each meetings are transparent and there are no conflict of interests involved in each decisions. Members who have personal interests must leave the meetings and this must be recorded in the minutes of meeting; and
- Establishing an SOP as guidelines to implement a complete and systematic land ownership application process (collective application for government land). Every Selangor District and Land Office must adhere by these approval criteria in approving land ownership.
Terengganu Religious Affairs Department (JHEAT Terengganu) – Appointment and Termination of Teachers for the Terengganu Islamic Studies Class Programmes (SPAIT)
Terengganu MACC Director KPKPj Ruslan Che Amad presented the inspection report on 17 May 2020 concerning the appointment and termination of teachers for the Terengganu Islamic Studies Class Programmes (SPAIT) by the Terengganu Religious Affairs Department (JHEAT).
JHEAT Commissioner Tuan Haji Mat Azmi Arshad accepted the implementation of all proposals for improvement that were suggested by the Terengganu MACC. Also present were Terengganu MACC Deputy Director PPj Zainal Ayop as well as the Inspection and Consultation Unit officers.
Malaysian Pineapple Industry Board – Procurement and Pineapple Seedlings Supply Management
The Johor MACC State Deputy Director (Prevention) PKPj Ridzuan Abd Malik presented the inspection report concerning the issue of procurement and pineapple seedlings supply management on 11 March 2020 to the Malaysian Pineapple Industry Board (LPNM) Director-General Puan Ruhida Mashhor.
LPNM accepted the recommendations and voiced their commitment to implement all proposals. Also present were Johor MACC Inspection and Consultation Unit Officers as well as LPNM officers.
Perlis Department of Irrigation and Drainage (JPS) – Contractors’ Selection Based on Direct Appointment
The Kedah MACC Director Dato’ Shaharom Nizam Abdul Manap presented the inspection report concerning the issue of contractors’ selection based on direct appointment by the Perlis Department of Irrigation and Drainage (JPS) on 20 February 2020 at the Perlis JPS Headquarters.
Malaysia JPS Director-General Dato’ Ir Nor Hisham Mohd Ghazali, JPS Deputy Director-General, JPS Department Directors, JPS State Directors as well as Kedah MACC Inspection and Consultation Unit Officers were present.
Malaysian Rubber Board (LGM) – Land Development Process Through Joint Cooperation between Developers and Malaysian Rubber Board.
MACC Headquarters Inspection and Consultation Division (BPMP) Deputy Director P/KPKPj Fadzillah Shamsuddin presented the inspection report concerning land development through joint cooperation between developers and Malaysian Rubber Board (LGM) on 20 January 2020.
LGM Director-General Dato’ Dr Zairossani Mohd Nor accepted all the recommendations for improvement. Also present were LGM Deputy Director-General (Policy and Operations), LGM Department Directors and MACC BPMP officers.
Management of Finances by National Book Council of Malaysia
Education Minister Dr Maszlee Malik agreed to implement four recommendations proposed by the MACC Inspection and Consultancy Division (BPMP) concerning the general management and finances of the National Book Council of Malaysia (MBKM).
Dr Maszlee was so taken with the recommendations that he himself added two more measures to prevent mismanagement of finances and misconduct within the Book Council.
MACC Deputy Chief Commissioner (Prevention) Dato’ Shamshun Baharin Mohd Jamil presented the findings at the Education Ministry on 13 December 2018.
MACC BPMP Deputy Director KPKPj Salwa Muharam as well as several MACC senior officers were present together with MBKM Chairman Datuk Dr Amin Senin, MBKM Secretary Abdul Wahab Ibrahim, Education Ministry (KPM) Integrity Unit Chief Fazli Said and also KPM CeIO Farah Diba Esa.
Among the recommendation for improvement that were suggested are:
To verify the establishment of MBKM as a Legal Entity to ensure a more structured management system and governance.
To establish a complete Standard of Procedure (SOP) concerning the management of finances to strengthen accountability, transparency, check-and-balance and compliance.
MBKM committee members and staff should be vetted and reviewed to prevent conflict of interest in general management especially in financial matters.
Chain of Command to be established between MBKM and other ministries and department to ensure monitoring on all its activities.
Copies of Management of Finances and Accounts of the Kuala Lumpur 2019 International Book Fair to be sent to the Education Minister’s Office including KPM Integrity Unit as well as KPM Internal Audit.
- MBKM committee members and staff that are considered high-risk and have been investigated by MACC or subjected to disciplinary action would be transferred out.
FAMA Stock Management in Business Operations
The Federal Agricultural Marketing Authority (FAMA) accepted four proposals by the Negeri Sembilan MACC Inspection and Consultancy Unit (UPMP) concerning stock management in business operations.
FAMA Negeri Sembilan State Director Muslim Manja agreed to all four recommendations and pledged his commitment to implement all the proposals.
The Consultation Session was led by Negeri Sembilan MACC Deputy Director PPj Yasmin Azura Yahya at the FAMA State Office on 14 February 2019.
Among the recommendations proposed are:
Evaluating FAMA Business Circular No.1 Year 2012 especially regarding sales transactions to minimize risks of corruption, misappropriation of funds and abuse of power.
Establishing internal controls through Internal Orders especially in the price fixing process to prevent the risk of price manipulation. In addition, all cash sales transaction must be deposited to the bank account of the officer-in-charged and this has to be monitored.
Establishing a business code of ethics that emphasized on the integrity of the entity as well as FAMA officers.
- In collaboration with MACC, creating awareness on corruption, misappropriation of funds and abuse of power consistently among all operations officers as well as staff.
Application Procedures for ‘Temporary Occupancy Licences’ (TOLs) on Government Land
The Kedah Land and Mines Office (PTG) accepted three proposals by the Kedah MACC Inspection and Consultancy Unit (UPMP) concerning application procedures for ‘Temporary Occupancy Licences’ (TOLs) on government land.
Kedah PTG Deputy Director (Development) Hj Mohd Shahadan Abdullah agreed to all three recommendations and pledged his commitment to implement all the proposals.
The Consultation Session was led by Kedah MACC UPMP Head PPj Azizun Hj Mohamad at the PTG Director’s Meeting Room in Wisma Negeri Alor Setar on 26 March 2019.
Among the recommendations proposed are:
Establishing an application recording system as well as ‘litho syit charting’ for every single application to ensure there is no overlapping application for the same land.
Establishing a guideline on investigation procedures for cases involving TOLs. The guidelines must state the time frame of every investigation and the result of the investigation must be finalized within the decided time frame and will be informed to the applicant.
- Reviewing the time period for report preparation by the Technical Unit before submission to the PTG.
Retail Shop Transformation Project (TUKAR) and Automotive Workshop Modernisation Program (ATOM) by the Kopusamaju Cooperative
The Sabah Cooperatives Commission (SKM) accepted two proposals by the Sabah State MACC Inspection and Consultancy Unit (UPMP) concerning monitoring of SKM for the implementation of the Retail Shop Transformation Project (TUKAR) and Automotive Workshop Modernisation Program (ATOM) by the Kopusamaju Cooperative.
SKM Deputy Executive Chairman Zazali Haron agreed to all the recommendations and pledged his commitment to implement all the proposals in all cooperatives throughout Malaysia.
He said that the issues that were addressed would be made term of reference for establishing guidelines on monitoring TUKAR and ATOM or any SKM programs.
The Consultation Session was led by Sabah MACC Deputy Director (Prevention) PKPj Awang Samsul Baharam Bungso at the Sabah State SKM Office on 23 April 2019.
Among the recommendations proposed are:
- Issuing Order to the cooperatives to submit document copies of Agreement between the borrower and TUKAR as well as ATOM cooperatives programs to the SKM State Office.
‘Electronic Parking System’ Tender by DBKL
The Kuala Lumpur City Hall (DBKL) accepted two proposals by the Kuala Lumpur (KL) State MACC Inspection and Consultancy Unit (UPMP) concerning procurement procedures for the tendering of the ‘Electronic Parking System’ (SLKE). Prior to this, it was done through direct negotiations by the Minister’s Order.
DBKL Director (Economic Planning and Development) Azmi Abdul Hamid and DBKL Director (Adminstration/ Procurement) Khairul Azmir Ahmad agreed to all the recommendations and pledged his commitment to implement all the proposals.
The Consultation Session was led by KL MACC Deputy Director (Prevention) PPj Razali Khamis at the Economic Plannning Division Meeting Room in DBKL Tower on 23 April 2019.
